IPMA Level ‘A’ Certification

PMA India launched the prestigious, internationally recognized and widely accepted
World Class IPMA Level A Certification, especially for Programme / Portfolio managers
on 19th Dec. 2008 at New Delhi, in collaboration with VZPM Switzerland with Prof
Hans Knoepfel being the Lead Assessor and Adesh Jain being the Co-Assessor. Prof
Hans Knoepfel is one of the renowned assessors in PM requirements, concepts, methods
and instruments.

| Competence requirement |
1.2 First assessor evaluation |
Has a Baccalaureate degree from a nationally recognized University.
Has min. 10 years of experience in portfolio management and / or programme management with strategic relevance.
Shall be able to manage complex portfolios or programmes (core competence). |
The first assessor considers the complete application documents for admission to next stage
Stage 2 : Projects Director Report
2.1 Preparation of Report |
- Is responsible for the management of a complex portfolio of a company / organisation or a branch of the organisation, or for the management of one or more important programmes.
- Contributes to strategy and makes proposals to senior management. Develops project management personnel and coaches project managers to improve their competence in PM.
- Directs senior project managers and project managers and manages the members of the portfolio or programme team.
- Develops and implements project management requirements, culture, processes, methods, techniques, tools, handbooks, guidelines for his programme or portfolio.

- The candidate describe the application of the project management across a very large number of elements of knowledge and
experience as well as the other relevant aspects in their Projects Director Report of about 20 pages (A4) and about 10 pages of attachments as given in the attached Guidelines 2.2 Report Assessment
The assessors evaluate the Projects Director Report and admit candidate to next level

| The main criteria for the complexity of a portfolio or programme (IPMA Level A) are: |
Stage 3 : Final Interview |
- Number, importance, variety and complexity of active projects in the programme or portfolio and number of project managers directed.
- Proposals to the overseeing body for decision and own decisions.
- Selection and development of project management requirements, processes, methods, techniques, tool, regulations and guidelines in the organisation.
- Influence on the selection, training and employment of project managers.
- Coordination of all projects of his portfolio or programme and ensuring compliance to strategy.

3.1 Interview session
- The two assessors interview the candidates for about 1.5 to 2.0 hours
- The assessors verify that the candidate is the author of his/her Projects Director Report
- During the interview, a suitable choice of subject is discussed on which the candidate can demonstrate his knowledge and experience in the management by projects and project management in more depth. Interview also provides substantial information for the evaluation of the personal attitude and the general impression of the candidate for managing projects / programme management.

3.2 Final Assessment |
| Stage 1: Application, Self assessment and Organisational description |
After the interview, assessors decide to qualify or disqualify the candidate and inform their decision to IPMC certification body. |
| 1.1 Detailed CV with specification of experience. Self assessment of method applications and leadership behaviour as per prescribed self assessment form duly filled in. The organizational description of 4 to 5 pages (A4) for assessors to estimate if: |
3.3 Validity of Certificate
Initial validity of certificate will be five years from the date of certification. |
- The project portfolio / programme that the candidate intends to use as the subject of his Projects Director Report is complex and actual enough
- The candidate acted in a responsible leadership function or as the most important and leading consultant for this project / portfolio / programme.

4. Re-certification
For the renewal of the certificate the candidate submits an application with the evidence of his activities and continuing education since the last re-certification or the first certification. A renewed CV and self assessment must be prepared with a specification of accomplished and planned development of competences in project management and submitted to certification body.
Some of the companies have Level A Certified Assessors / Professionals (as on 01.12.2009) BrahMos Aerospace, Centre for Excellence in Project Management, College of Defence Management, L&T, NTPC and BGR. |
